Summary and Background

 

The US Department of Commerce’s Commercial Law and Development Program (CLDP) and the Public Procurement Agency (PPA) of the Republic of Moldova are working collaboratively on development of Level I National Procurement Certification Program for Public Procurement Officials. Since the Certification process will also include an on-line learning, CLDP and PPA are looking for national Learning Management System (LMS) Administrator (individual or legal entity) to administer an e-learning platform.

 

Job Description

 

Position: LMS Administrator

Location: Chisinau, Moldova

Contract Duration: 12 months (1040 hours) with possibility of extension

 

Duties: 

  • Support day-to-day administration of LMS for Moldova Public Procurement Agency (PPA) Procurement Certification Program through the development and content uploading of new courses/classes, participant management and eLearning content testing.
  • Work with the PPA to ensure that Certification Program courses are delivered into the LMS and made available to participants in a timely manner
  • Upload, migrate, and analyze data, such as Certification Program course content in the LMS. 
  • Present LMS data and documentation in a clear and understandable format to PPA officials.
  • Resolve software issues associated with the smooth operation of the LMS.
  • Support other PPA officials with testing content, enhancements and general system functionality.

 

Education and Experience

  • University degree - Human Resources, Instructional Design, or Computer Science or related (required)
  • 1-3 years working with Learning Management systems (required).
  • Experience working with eLearning content (recommended).
  • Experience working with remote teams and use of virtual conference tools (recommended).
  • Helpdesk experience (recommended).

 

Skills

  •      Communication skills, including problem-solving, project management, time management and interpersonal skills.
  •      Computer skills, including knowledge of learning management systems and eLearning software such as content creation tools. 
  •      Ability to upload, migrate, and analyze data, as well as present LMS data and documentation in a clear and understandable format.
  •      Ability to solve software issues associated with the LMS tools
  •      Proficient in Excel or comparable spreadsheet tools.
  •      HTML experience is a plus
